Acquiring an insurance agency is for those who currently have an insurance license or have team members who are licensed to transact on behalf of the insurance agency.

Take note that each state has different regulations on who can own an insurance agency.
Visit the National Association of Insurance Commissioners to get the requirements and regulations for each state. You should also find out a carrier's AM Best rating before getting appointed by a carrier.
